FMCSA's Elison on Motus: still no date for a full repair — 'weeks, not months,' and stay out if you don't need it

About six weeks after Jesse Elison last addressed the beleaguered Motus registration system at a FreightWaves event — and about three weeks after he told the National Motor Freight Traffic Association in early October that a fix was 'weeks away' — the FMCSA deputy administrator told a Chattanooga symposium there is still no date for a full repair, and his practical advice to carriers who don't need to register right now is simply: don't go in yet.

Brokers are getting a look inside carrier operations: Tenstreet launches CarrierProtect vetting after Montgomery

Tenstreet's new CarrierProtect lets brokers vet how a carrier hires, trains and documents its response to unsafe driving — and whether its Driver Qualification Files are actually current — with a time-stamped record of the selection decision, a direct response to the Supreme Court's Montgomery decision letting negligent-hiring claims against brokers proceed.

Diesel

Russian refiners are raising diesel output toward 180,000 tons a day to feed the Trump deal — analysts doubt it moves the price

Output fell to about 160,000 tons a day in the first half of October, then began climbing after mid-month export quotas under the U.S. supply deal; with domestic use near 140,000 tons a day, at least 40,000 tons a day is available for export — but Standard Chartered warns drone-damaged refineries cap the ramp, and barrels for the U.S. come out of other customers' supply.

The Morning Mile — Tuesday, Oct. 27

FMCSA still has no date for fixing Motus, Pilot and Tesla open their first truck charging sites, Roehl pays $10,000 for staying, brokers get a deeper look inside carriers, Russian refiners ramp diesel output, and New Mexico weighs autonomous-truck guardrails.

Autonomy

'I didn't realize our laws are so lacking': New Mexico lawmakers hear that autonomous trucks can test with five days' notice and no permit

At an Oct. 23 interim committee hearing, public safety advocates and a Teamsters business agent who drove with driver-assist systems in Alaska urged New Mexico to add permit and authorization requirements like the six states that already have them; legislators from both parties said guardrails are needed before the state becomes a testing ground.

Volvo recalls 2025-26 VNL trucks: cab structural bolts may be loose or missing

Under NHTSA campaign 26V677, certain 2025-2026 Volvo VNL (4) trucks may have loose or missing cab structural bolts, which could leave the cab unable to protect an occupant properly in a crash; dealers will inspect and install or tighten the bolts free of charge, with owner letters expected Dec. 14 and VINs already searchable.

Enforcement

About 170 beer bottles in the cab: Texas driver arrested in New Hampshire faces arraignment today

Bow police say Edgar Ramirez, 33, of Odessa, Texas, was arrested Oct. 23 after officers found approximately 170 beer bottles in his semi's cab at a school bus lot — hours after the department had already been searching for the same truck over a report of an intoxicated driver leaving a truck stop. He faces a subsequent-offense DWI charge and arraignment today in Concord.

Mexico's stoppage starts split: most groups took the government's table, CANACAR holds — and the state counts are uneven

As the indefinite national stoppage called for Monday begins, Segob says the majority of transport organizations accepted dialogue and calls CANACAR's refusal to sit down 'inexplicable' — while more than 5,000 trucks in Coahuila's Región Centro and 120 transporters in Sonora line up behind the call, and Tlaxcala plans a one-lane mobilization from 7 a.m. to 6 p.m.

Weather and roads

First snow of the season crosses seven states Monday — slush today, frozen ruts and 60 mph Wyoming gusts Tuesday

Snow is forecast across parts of seven Rockies and Plains states through Monday night, with several inches possible in the Black Hills and mostly slush at lower elevations; whatever slush survives Monday night can freeze into hard ruts Tuesday, when a National Weather Service high wind watch puts gusts to 60 mph across parts of Wyoming, aimed squarely at high-profile vehicles.
